Abstract

As a result of widespread and increasing concern about the quality of leadership and management of public higher education institutions (HEIs), at the beginning of 2001 the Council on Higher Education (CHE) established a task team on governance of HEIs. The task team had three main objectives: to describe and analyse the state of governance at HEIs with special focus on the role of councils, senates, institutional forums and executive management and the relationship between these four structures; to establish whether, how effectively and with what consequences co-operative governance had been implemented at HEIs in South Africa; to make recommendations on how to improve efficiency, effectiveness and accountability in higher education governance.The investigation was to be conducted within the framework of the principles, values and goals defined for higher education in the government’s various policy documents since the mid-late 1990s.
